                PROPOSALS OF NEW IDEAS AND SOLUTIONS FOR SOCIETIES OF THE EUROPEAN UNION.

                Our proposals concerning social problems and matters because of their big number we collected in several the subject groups. These ones are following:

(0)           A PHILOSOPHY OF FUNCTIONING OF THE SOCIETY.

(I)                 A PLACE AND A ROLE OF THE WOMEN IN SOCIETY.

(II)               A PROBLEM OF HOMELESSES.

(III)             DANGEROUS SOCIAL PATOLOGIES – CRIMINALS AND PERSONS NOT WILLING TO UNDERTAKE A PAYABLE WORK (AVOIDING WORK).

(IV)             ELITES AND SOCIETY – A FINANCIAL AND MATERIAL STATUS OF THE ELITES AND A RESPONSE OF SOCIETY TO ABNORMAL SITUATION. A SUGGESTED BY US THE RESPONSE OF SOCIETY SHOULD BE FOLLOWING ONE:

1.       A FLATTENING OF PAYMENT

2.       A NEW INCOME TAX SO CALLED THE SOCIAL INCOME TAX.

3.       A DEPARTURE FROM THE PRINCIPLE GOVERNING IN THE SPORT: „A WINNER TAKES ALL”.

(0)    A PHILOSOPHY OF FUNCTIONING OF SOCIETIES OF COUNTRIES OF THE EUROPEAN UNION.

All people are born equal ones. As the consequence they should be equal ones with regard the law. And this equalness is written in the declaration of the laws of the man. One of these laws says that a man may not be forced to doing a payable work. This law is obvious conclusion of more general law which says that the man may not be forced to do anything. The man cannot be forced because he is a free being. The man undergoes to the GOD, only. So a man could be forced to doing differed things prompted by the GOD who created him. But the GOD does not use His Goodish power over the man. Moreover the GOD  guarantees the freedom for the man. He granted the man with a free will.

(I)                 A PLACE AND THE ROLE OF THE WOMAN IN THE SOCIETY

I proposed a „Pact for women”. I presented in it my view on the problem of women and solutions concerning women. An issue point to these solutions is the Bible premise: „I shall made you to be subordinated to the will of your husband”. (See also acknowledgement placed in the end of the article). According to my interpretation of this premise a woman is an assistant of his husband or another man with whom she has children (a child). They both fulfill their vocation. The man works and earns money for maintenance of himself and of his nearest family (children, or a child and wife; sometimes of his parents); woman takes care of their children (a child) and her husband and she keeps their home. But they both prepare their children (a child) for a mature life, when children (a children) reach 20-25 years (20 if the children or a child does not undertake further higher education; 25 if they do undertake higher education – he or she undertake higher education).

I suggested that proposed by me solutions were unacted by European Union Parliament.

A commentary:

The proposed solutions if they are embodied will bring very big profit (i) a man accomplishes a work 1,5-2 times bigger than a woman what means that an income tax from working people would be practically the same one as in the case when women works similarly as men do. In such situation huge expenses of the state for functioning very expensive preschools and schools caring and learning of children in age of 5-7 years will not be necessary. (2i)  A man who does not deliver means for maintenance of his family losts dignity and reputation – in eyes of a woman (a mother of his children (his child) and in eyes of other men, who worked and earned money before new law regulation). According to us this is a horror to put away children (kids) from their mothers in age 3-7 years, when a child the mostly needs mother. In this period of life a child is almost coalesced with its mothers physically. If mother will be at husband she will devote more time for a guard on it and  its development and education. In this way the child will experience for several years mother feelings and mother tenderness (warmth). I ask, what for „cold rearing (growing) of calfes”. Such children are nervous and immature emotionally. A guard of mothers on their children and their education in their earliest period of life will bring in future good fruits for a society. (children will be not timid, not frightened as these ones educated in groups). Let us notice, that children are mostly intolerant and egoistic ones. Citizens if they will be mature people in turn they will be responsible for their children and the society and a state. Children educated under tutelary wings of mother will be without complexes (blocks). Let us know this that just children are mostly intolerant and egoistic ones. And yet one more very important thing – the children who in their childhood do not experience warm feelings of mother are the best candidates for criminals. Just the criminals are individuals depraved of feelings. They recruit just from children neglected by their mothers. A guard of mothers on their children and educating them by their parents is the best and the most economical way in a fight of the state with diminishing of population. What for to fight with diminishing population if women do not have suitable economical conditions for exercise of a guard on their children and for their education? Such women do not want to have more than one child. Let us notice that overwhelming majority of women want to take a guard on their children and to educate them. And there is a good reason for a such their will. It results from their vocation. The GOD just in this way established the human world. A „dividing of the roles” is the godish idea on the earth. An attitude in this matter of so called feminists is deplorable misunderstandings. „In the GOD we trust”. We do not trust in the atheists, who are a mainstay of the feminism. We condemn the atheists.

I postulate, and this postulate I consider as very important one, teaching of the Christian religion in the middle and high schools. I assume that the middle school attend children 13-15 years old. There is no need of teaching atheism. It exists in this period of life in a nature way. One needs to teach to believe in the GOD. I ask – what for to inculcate on children patterns of education created by specialists of different kind. There is a plenty of atheists in contemporary world. Some atheists propagate atheism of one kind, other ones propagate atheism of another kind. The patterns of education based upon the Decalogue are good ones – they were verified positively. Do not fear to leave education of your children to the Christian church. This is an institution which one entered its name well in history of contemporary civilization. Taking its beginning since the birth of Jesus Christ. There existed certain gloomy, dark period in the history of the Christian Church (Times of Inquisition) but it cannot spoilt entire reputation of the Church, which is positive one. The Christian church has tremendous merits in education of habitants of the Europe and the USA – the whole contemporary Euro-American civilization arose on the ground of the Christian religion.

I proposed the formula of cooperation of countries of the European union in a field of the resocialisation (reeducation) of homelessness and of persons not willing to undertake a payable work. To the resocialisation should be subjected persons being 25-60 years old sentenced with a legal sentence of the state court and persons being 25-60 years old avoiding work permanently. Profits of the state from the above solution if they were embodied would be very big ones. A cost of maintance of one prisoner (direct and indirect one) is higher than country average pension. Prisons are overloaded (sometimes in a room of dimensions  4mx4m live 10-12 prisoners). As a place of resocialisation I propose the Siberia. In this purpose the states of the E.U. should come to a pact with Russia which one enables to direct to Siberia the individuals being „uneasy” (uncomfortable) for the state. The Russia would make accessible to the European states determined territories for determined periods (at least for 10 years). Of course, making accessible territories would be payable . According to us a charge of tenure of 1km² for a period of 30 years should not exceed 10% of maintenance of one prisoner in a regular prison during a period of 30 years. It should be such one that the states would be interested in a such way of resocialization.

( ) Criminals doing a penalty or individuals avoiding a work would have a law to express a will of performing a penalty in Siberia.

( ) A formula of directing criminals and individuals permanently avoiding a work would be following one:

(k) Criminals and persons permanently avoiding a work would be billeted (lodged) in distance 100 km one from another one .

(2k)  A person governed to Siberia would receive for a period of 3 months . Kitchen vessels in a minimal but necessary amount to preservating and preparing meals and their consuming, and a fuel (a bottle carboy with a gas or a mentholated spirit).

( ) They would receive also a rifle (gun) for frightening away (deterring) aggressive animals and for hunting for animals but for these ones not undergoing a protection, only (if somebody would break a prohibition he would be deprived  of the rifle).

( ) A person governed for resocialization would travel to place of stay in a passenger  train  and would be forced to leave the train in a not populated a place not being a regular station and would have a help of service man of the train in taking away his luggage.

( ) A person governed to Siberia (a settler) after 3 years of resocialisation stay if his accommodation would go correctly would receive a newspaper or a book for reading ( according to us the best one would be the Bible) and writing articles (a pencil, a pen, a paper- at least 100 leafs).

( ) Building a  house even the mostly primitive one, e.g.  a barrack. After  10 years of correct resocilaization stay a settler would have a law to invitation and bringing a woman however for a permanent stay, only. 

( ) Settlers would have a law to organize group for building a church or a school providing that their women will bear children and they could to form a settlement and register it as community.

( ) I proposed new formulas of social and health insurance systems.

( ) Principally  these new  formulas are very similar to recent social and healthy insurance systems. An essential  difference  of very big meaning is that contributions will be paid on a personal account in the state banque. Further regulations remind these ones from hitherto systems.  The most important regulations are following ones. The insurance contribution will be paid regularly each month by the employer employing a citizen or by a citizen himself if he carry on an economical registered activity.

( k) A height of contribution will be the same one.

(2k) Reteirment pensions will be paid from its part designated for the social insurance after reaching by the citizen the retirement age ( recently 65 years).

(3k) After death of the owner of the personal social account the social account becomes a  property of the nearest members of his family. The money collected on the account are divided between a wife and children of the owner of the account.

(4k) The money on the personal account collected from the contributions for the health insurance can be used for the health purposes only. A half of means collected on the account for the health insurance (a health part) is designated for the hospital curing. The second half – for using according a will of the owner of the account. There are however differences in comparison to social insurance part of the account-1) Money from the health insurance part of the account can be used in any period of life of its owner. 2) Money from the health insurance part of the account can be used with the consent of the owner  for health purposes by the neariest members of his family (his wife, his children).

( ) As a consequence of the new formulas of functioning social and health insurance systems recent the state institutions carrying on a social and health insurances of citizen lose their sense.  So, they should be liquidated.

A commentary

I checked two things : 1-st one – what is a proportion of money collected from our contributions for our potential health expenditures and money going on a “maintenance” of the health institution which one the Health National Foundation is; 2-nd one – what amount of money spends average citizen being employed during 40 years (since 25 to 65 year of his life) for paying for obligatory health contribution. With not a small astonishment I discovered that the state institution protecting our health consumes                                    % of our contributions and that a total sum of our contributions collected during 40 years amounts in average . Let’s add that our contributions are not money deposited in a bank. Let’s add that money can be deposited in a bank in so called … interest (percentage) accounts. In light of these checkings we may only say a such situation in a branch of the health insurance of citizen cannot be further tolerated. (See, also our article presenting our news ideas in the medicine).

( )We propose to liquidate institutions of the  social insurance acting in different countries under different names. Instead of them we propose usual state banks these ones already acting ones. Every citizen would possess obligatory two accounts of different kind : The social account and the health account.

( ) What concerns contributions they would remain the same ones as hitherto ones. What concerns a manner of using money collected on accounts we anticipate some changes. They are rather  small ones in the case of the social account but these ones concerning the health account would be big ones. Below we give the most and more important changes:

A.      The changes concerning the social account :

(i)                  ( ) the height of the pension or rent would be recalculated in the same way in each year of a stay on the pension (rent). With taking into account percentage due for the whole year taken from a sum of money collected on the account and with taking into account the inflation.

(ii)                After decease of the owner of the account if he died before his 75-th year of potential (“potential” means here- possible for reaching) length of life to the  neariest members of his family: Parents, Brothers, Sisters. They would have equal law for receiving his pension or rent in unchanged height until his potential 85-th year of life.

(iii)               After reaching potential 85-th year by the owner of the social account his pension (the rent) stops to be paid to the neariest members of the family of the owner. They can however to receive a social pension (rent) from the  state on a basis of generally established principles if they fulfill requirements.

B.      Changes concerning the health account:

Attention!

Detailed solutions concerning the health account in a particular concerning using of it are presented in another communication concerning the medicine.

(( ) We propose to establish a foundation for social development of the countries being the members of the E.U. .The purpose of the found would be building the full humanistic society. Money for establishing and for current activity of the foundation would come mainly from the mass media taxed with a special tax named by us the social tax.

( ) We pointed main social problems which ones should be solved in the nearest future (not longer than a period of 10 years) and I gave ways to solve them.

( ) The main social problems of nowadays are :

I.        The problem of homeless people.

II.      The problem of social help.

III.    The problem of women.

Ad I. The homelessness should disappear from our cities and villages. The homelessness is not unavoidable phenomenon assisting capitalism. The capitalism now and the capitalism of the en d of XIX century are different systems.  In a social aspect they are completely different systems. Let us notice that the homelessness did not exist in the societies of countries of the middle and East Europe in times of so called the “commune”. The commune cannot be better than the modern capitalism – it should not be better because  the capitalism is more effective system than a socialism or communism system. The modern capitalism must be more effective one for working people but not only for employers. Richness must be a share of people who create goods but not only by those who money possess.



 Ad II. We formulated a doctrine named by us “the K-doctrine” concerning employment of people (I) and a social help(II)for unemployed  persons and we proposed a way of embodying this doctrine. I. The K-doctrine is following one:

A payable work is a common property of the society and as a consequence of  a democracy which one is a political system obeying in all countries of the European Union all citizen have equal law of using from this wealth . II-The social help maybe directed to the people being ill or disarmed and to the people being in age above the retirement age established by the state, only.

Ad III. The equalness of men and women with regard the law belong to so called the laws of the man but the laws of man were accepted by all states of the European Union. The laws of a man and a woman became incorporated in legislation of the countries of the E.U. but it does not mean that an  average man recognize them- he respects them officially but privately in general he ignores them. A such attitude to the equalness of men  and women characterises mainly older men who already exceeded 60-ty years. They were educated in families in which ones a father was non questionable head of the family. His wife or loverin did recognize his position. According to me women were satisfied of their role in the family and in majority cases they were happy. Moreover an usual an average woman even did not imagine that her role could be different one.  The feminists went too far in their understanding of the sex- equalness. An each  vessel must have its Capitan. A situation did not change much since a time when the man and woman became equal with regard the law. A majority of woman further accept a privileged position of the man in the family. For usual average woman a man remained a head of a family and an usual average woman accepted her subordination to her husband (or her lover) – as earlier an usual an average woman wanted be to subordinated to a man however a margin of woman expecting strengthening of their position in the family broadened markedly. These woman inspired by a narrow but very “loud group” of so called feminists began a fight about domination in family.   What will be a result of their fight about a power in the family a time will show. We want here to recall to the consciousness of the men, only and turn attention to a very meaning full “detail” as a “warning signal” for them. It is following: The men produce over 90-ty percent  of the national income but so called the budget sphere is almost in the whole governed by the women. In the past obeyed the rule: who has money and force has power. Conclusions?!- we leave to the men. If such ones yet exist. (the end of Ad III).

( ) I proposed direction of development of societies of the European Union for the neariest 10 years. These are following ones :

1.       Building the humanistic societies through perfectizing the citizen society.

2.       Making a man entirely independent economically- an average citizen should be able himself to be up to his own existence- to earn money for his maintenance and for keeping his health on suitable level. If he has a wife and children he is responsible for their maintenance and for keeping their health on suitable level.

3.       A society similarly as a single man should realize its purposes.

( ) I proposed concrete tasks for societies of the European Union for the nearest 10 years. Directions development of the societies of the E.U. are following ones :

(1k) A development of the science.

(2k) Making possible to every citizen doing sport.

Ad (1k) A development happens (becomes) via a progress but a progress happens via development or the science. So, a development of the science should be a priority purpose of efforts of the E.U.:

We offer simple cheap and very effective way of functioning of the science. A government should leave to a scientist entire freedom in a choice of a subject of his work. A creator knows the best what to do in science. The best accomplishments performed by scientists should be rewarded. I propose a reward in a height of one hundred thousands of the US dollars.

( ) Opinion of a professor about potential ability to do scientific work (a review )- would be very good payable- a charge for the opinion should be at least equal to 1 average country pension.

( ) To prevent malversations  the professors should be “disciplined”- if his pupil does not reach expected results in a period of two years he would be deprived a privilege of making payable opinions. 

( ) A criterion empowered to granting a scientist a stipend should be favoure for the scientist but not to discourage him to scientific work for granting a scientist a stipend it would be enough to have a creative accomplishments in form of 10 articles published in recognized country journals and one article in the European or in the USA journal or in a case of a lack of a such achievements a positive recommendation of two professors- one them- should come from the University of Polytechnic where scientist attended. The scientists were always supported by the state. I propose to give a stipend to every scientist and to individuals without formal qualifications but doing research on his own . A mecenate of the state on the scientists  should bear very good fruits. It developes the science and applications of the results achieved by scientists in a duration of a stipend may bring profits for the state (discoveries, new technologies). Let us notice that there is a very big prodigality and often even abuse of  the state means designated for a promotion of the culture and science. An example can be very big costs of so called enterprises.

Ad (2k) A society should be healthy. The best way to reach this AIM is doing sport for every day. Doing sport should be general habit. Governments should create a consciousness of  citizen by means of the mass media and offer to them a professional help served by well educated instructors being paid by the state. I propose  a supporting and promotion of the entertainment and sport. These domains can be self reliant financially and promote themselves. Moreover they can be helpful for other domains.

(3k) Building social stadions for a common use of citizen.

(4k) Organization of sport enterprises being very attractive for the whole society: 1) the family Olympiade. 2) The world competitions in football for amateurs . (niby koniec)

A society similarly as single man should realize its purposes. The main purposes should be :

1.       Building the humanistic societies through perfectizing the “citizen society”.

2.       Making a man entirely independent economically- an average citizen should be able himself to be up to earn money for his maintenance and for keeping his health on suitable level.

In times of so called “commune” there were not homelessness. This fact does however mean that the socialist system was better than the capitalistic system. This only means that a problem of the homelessness was in the socialist system solved better.

An attitude of the state to the problem of the homelessness what is recently showed in countries of the European Union insults the idea of the humanistic state which one is the idea commonly accepted by all European countries as a norma which one should be observed. Unfortunately, this beautiful and ambitious idea in practice is not embodied or was embodied improperly. It is difficult to avoid a constatation – the homelessness if absent in the commune had to come together with a change of the political system and it is not difficult also to point sources of origin of the homelessness . There are two sources of origin of the homelessness  and its existence both these sources own debt of gratitude to women : 1-st one is a law existing in countries of the Western Europe yet before 1989 which year is a beginning of so called “the system transformation”. The law obeying admitted exmition of people being habitants of houses, homes and flats to “nowhere”. i.e. communally speaking “on a pavement”. The same law was introduced in countries of the East and Middle Europe after the fall of the commune i.e. already in 1989.  The 2-nd one of social origin results from a specific relation between a man and woman which one arised as a consequence of equalness of sexes with regard the law.  Certain men have left home spontaneously, yet before bringing in to a court by his ex-wife a case for a divorce and his exmission.

A property is a “holy thing”. So, a law ignoring it should not exist. We propose the law respecting this principle. This law is following: A man who is owner of a flat or home (he built this home or he bought this flat) may not be exmited to “nowhere”. A former wife who received a court sentence for exmission of his former husband must find for him a new flat of suitable standard (at least one room with kitchen) adequate to standard of a flat or a home being his property.
